PROGRAM OVERVIEW
EMS Corps
EMS Corps is a 5-month EMT training program for young people who have had to navigate under resourced public systems, insecure housing, system involvement and other challenges.

In addition to EMT training, corps members receive a monthly stipend, wrap around support, mentorship, career guidance and job placement after they graduate.

The program helps mitigate 
a shortage of EMS workers while providing young people who have historically faced barriers to employment new pathways to careers in healthcare.

COMING TO A COMMUNITY NEAR YOU!
Accepting planning grants for new California EMS Corps sites
In partnership with California’s Employment Development Department (EDD), Public Works Alliance is supporting the development and launch of up to 10 new EMS Corps sites in California. Sites are scheduled to launch as early as fall of 2024.
Each EMS Corps site will train up to 40 corps members per year across two, 5-month cohorts.

A $200K planning grant to develop their team and ramp up for operation

Operational funding for up to 3 years, if – after the planning period – they meet program readiness criteria.

Sites must secure their own sustainable funding after the 3- year grant period, site selection criteria will include local stakeholder commitments.

 SELECTION CRITERIA 
Sites will be selected based on:

Geographic need of healthcare workforce
check
Population of underserved youth
check
Partnering power, specifically with county health officials, the Local EMS Authority (LEMSA), potential employers, organizations serving underserved youth and youth who have navigated system involvement
check
Capacity for maintaining a program with high fidelity to the model
check
A viable plan for securing sustainable funding
Timeline 
To accommodate varying stages of readiness, counties/regions will be divided into 2 different site groups, one scheduled to launch as soon as Aug 2024; the other scheduled to launch as soon as Jan 2025.

APPLYING FOR A PLANNING GRANT 
Applications will be accepted as early as August 2023 and should demonstrate:
check
Gaps in the region’s EMS workforce
check
Demand for workforce development programs for underserved youth
check
Capacity to maintain a high-fidelity EMS Corps program, including relevant partnerships, funding opportunities, training facilities and other resources
check
A sustainable funding plan to support the program beyond the grant period
check
Support from:
  • Local EMS Agency (LEMSA) indicating willingness to oversee training and serve as a partner
  • Local EMS providers and other labor partners indicating a commitment to hire program graduates and serve as a program partner
  • Partners and relevant stakeholders, such as local hospitals, fire departments, and organizations that serve youth to ensure collaborative support
OUR ROLE
Public Works Alliance 
will serve as the program intermediary, assisting each EMS Corps site:
 Convene local stakeholders
 Fundraise
 Build local infrastructure and capacity
 Collect data for success measurement and support local teams maintain fidelity to the model

Formed by founders of Alameda EMS Corps, we recognize the program’s power to simultaneously help address workforce shortages while creating career pathways for young people historically facing barriers to employment.

In addition to the 10 new sites in California, we are planning or have already established sites in Albuquerque New Mexico,  New Orleans Louisiana and Newark New Jersey.
