Medi-Cal Needs to Work Better 
for Children in Foster Care 

→  Fact: All children and youth in foster care are eligible for Medi-Cal

→  Fact: California’s requirements for Medi-Cal enrollment for youth in foster care are not the same as those for the general enrollee population

→  Problem: As a result, fewer than 50% of youth in foster care are enrolled in Medi-Cal managed care plans versus more than 90% of youth in the general population

→  Problem: This means too many children and youth in foster care are missing out on important supports and services—Enhance Care Management, a broad array of prevention services, quality monitoring, and 24-hour advice line
